Peggy Lee Fullmer January 12, 1937 - November 29, 2025

Peggy Lee Fullmer (née Edwards), 88, passed away peacefully, surrounded by the love of family and the quiet assurance of a life beautifully lived. Born in Hiawatha, Emery County, Utah on January 12, 1937 to Nellie Bawden Edwards and Phillip Edwards, Peggy carried the strength of her pioneer heritage and the warmth of her small-town beginnings throughout her life.

After graduating from Provo High School, Peggy continued her education at LDS Business College, where her ambition, curiosity, and lifelong dedication to learning began to take shape. She married the love of her life, James Fullmer, and together they built a joyful and devoted family life in Thousand Oaks, California, where their greatest achievements were the children they raised, the values they taught, and the home they filled with laughter, guidance, and unwavering care.

Peggy’s faith anchored every chapter of her life. She was a loyal member of The Church of Jesus Christ of Latter-day Saints, serving for many years as a youth leader and mentor. She believed deeply in lifting others, especially the young, helping them grow into their confidence, testimony, and potential. Service was never an addition to her life—it was the heartbeat of it.

Peggy’s professional legacy was equally remarkable. Upon retiring from her role as Director of Compensation at Brigham Young University, she reflected not on titles or travel, but on people helped and relationships formed. Her work took her across the globe, studying university compensation models to help BYU remain strong, competitive, and fair. She brought a rare blend of analytical brilliance and heartfelt advocacy to her field, championing solutions that strengthened institutions while honoring individuals.

Yet, of all her roles, Peggy loved being a mother and grandmother most. She cherished each child, delighted in every grandchild, and offered her love with a generosity that made every family member feel uniquely treasured. She “doted” not in passing moments, but in daily devotion—cheering milestones, offering comfort in setbacks, giving wise counsel when asked, and a gentle listening ear even when unspoken.

Peggy’s presence was a gift: a happy disposition, a quick smile, an honest kindness, and a sincere love for people. She never met a stranger for long, and she believed everyone felt brighter when they felt seen, loved, and welcomed.

Peggy is survived by her beloved husband, James Fullmer; her children: Millicent Jacobson, Barry (Katy) Fullmer, and Jeffery (Shannon) Fullmer; and many cherished grandchildren and great-grandchildren who will continue to feel her love long beyond the bounds of this life. She was preceded in death by her parents; her beloved daughter, Linda Clark; and her sister, Dana Mansfield; and her grandsons Thurl Jacobsen and Barry James Fullmer.

Peggy’s legacy is love in action, service with sincerity, faith that illuminates, and a family that forever carries her imprint of devotion and joy.

Her life reminds us that greatness is not measured in distance traveled, but in hearts reached; not in years counted, but in lives changed.

Peggy will be deeply missed, forever loved, and always remembered with grateful hearts and gentle smiles.

A graveside service, where family and friends may gather, will be at 11:00 a.m. on Thursday, December 4, 2025 at the Spanish Fork City Cemetery, 420 South 400 East, Spanish Fork, Utah 84660.  Following the graveside service, there will be a luncheon at 12:00 Noon for family and friends at The Church of Jesus Latter-day Saints meetinghouse, 2557 Dalton Drive, Mapleton, Utah.
