Cecelia Frandsen Funeral Service

Amy Cecelia Foster Frandsen, 83, passed away peacefully at home on December 7, 2025, in Payson, Utah. She was born on October 19, 1942, in Denver, Colorado, and was lovingly adopted by Cecil Biford Foster and Amy Joel McQueen of Lander Wyoming.

Cecelia grew up in Lander, Wyoming. Bright and determined, she graduated from high school at just 16 and moved to Pocatello to begin college, setting the direction for the beautiful life ahead of her. It was there she met Roy Vernon Frandsen. They were married on February 13, 1960, in Ethete, Wyoming, and later sealed in the Salt Lake City temple on October 18, 1967. Together they shared 65 years of marriage.

A dedicated wife, mother, grandmother, and cherished “Meema,” Cecelia is survived by her husband Roy and their children: Michael (Silvia) Frandsen, Kelly Thomas, Matthew Frandsen, and Amy (Curt) Paulson.

She was the deeply loved grandmother of 12 grandchildren, Kayla & Eric, Megan & Zach, Courtney & Nate, Matthew & Miranda, Seth & Cassidy, Rachel, Breanna & Crystal, Ruben, Emily, Tyson, Samantha, Vincent, and the joyful Meema to 13 great-grandchildren. She is also survived by her two beloved sisters, Lael Good and Conilee Swantek. Preceded in death by her adoptive parents: Cecil Biford Foster and Amy Joel McQueen, her biological parents: Leo Wilhelm and Carmel Lorraine Sabin.

After joining The Church of Jesus Christ of Latter-day Saints on September 2, 1961. She served faithfully in many callings and found great purpose in genealogy, honoring her ancestors and strengthening family bonds across generations.

Quilting was her art and her joy, and each quilt she created was stitched with patience, beauty, and love. She was also an avid reader who treasured learning, and she instilled that same love of education in her children and grandchildren, encouraging curiosity and imagination in each of them.

Cecelia faced her battle with cancer with extraordinary courage and grace. She fought faithfully and fiercely, surrounded by those who adored her.
